You will hear this historical text referenced by European politicians when discussing the ideological roots of Europe. Written in 1941 by EU founding father Altero Spinilli, and other anti-fascist dissidents imprisoned with him on Ventotene Island. the Ventotene Papers laid out a radical blueprint for a federal Europe, arguing that nation-states had failed and that only continental unity could prevent future war. It remains the ideological driver of federalist ideology which drives European integration.
