The next term is “faceless bureaucrat”
A quintessential "bureaucrat's word" for the complex network of committees made up of national bureaucrats that oversee the European Commission when it adopts implementing acts. When the European Commission is granted implementing powers in a law, we are assisted by comitology committees—networks of national experts from every member country—to help manage and apply European rules. While not required for every minor decision, these committees operate primarily through an examination procedure for major policy impacts, requiring a qualified majority vote, or an advisory procedure where we take the utmost account of their formal opinion. Chaired by our Commission officials in Brussels, these committees review draft implementing acts, and if an impasse or negative vote occurs, we can escalate the matter to an appeal committee. Ultimately, our implementing powers remain fully transparent and subject to the right of scrutiny by the European Parliament and the Council.
